There are typically 3 different categories of any given insert rated as roughing, medium and finishing chipbreaker, and this has a great effect on how the chips form and resultant surface quality. Too low rpm, on too shallow of a cut with a roughing insert will give a crap finish, that will improve somewhat with a move to a medium or finishing insert, with suitable adjustments to depth of cut and feedrate and rpm.
